Block library -> wizards 🤖

The ability to edit shared blocks between wizards without having to access a specific wizard was requested.

Feedback
Pain: I don't have a place to edit any blocks quickly.
Before: I had access to all blocks from the wizard view. With the new view (and the nice thing it brings), I can no longer edit blocks that are not being used by the wizard I have open.

Solution:
A Block Library is added in the Wizard Training section, where users will be able to conveniently edit blocks, view which wizards they are shared between, and create new blocks as needed.

What to consider relevant that is in this library?
